Resources & Synergies Development (R&SD) was commissioned by the Dutch Cooperation, the project’s donor, to carry out the final evaluation of the ISSD Burundi project (Integrated Seed Sector Development), implemented from 2014 to 2018. The project aimed to build a sustainable, inclusive, and high-performing seed sector in response to critical challenges in accessing quality seed in Burundi.
The evaluation mission covered all components of the project: relevance, effectiveness, efficiency, sustainability, and impact. It was based on a documentary review, workshops with partners, field visits, and interviews with key players in the seed sector (public institutions, seed companies, farmers' organizations, researchers, and farmers).
Findings are largely positive. The project successfully strengthened key institutions (CNS, ONCCS, ISABU), supported the growth of a trained network of seed entrepreneurs, and significantly increased the production and use of certified seed. Farmers increasingly value the use of quality seed.
ISSD also supported investments in infrastructure (storage, irrigation, transport), delivered targeted training in seed technology and entrepreneurship, and promoted best practices through effective communication campaigns.
However, some challenges remain. Limited access to credit for seed entrepreneurs, weakened public financing of regulatory bodies after donor withdrawal, market distortions due to fixed prices for certain crops, and disruptions in the seed value chain (especially for potato) were identified.
R&SD has made concrete recommendations to sustain the gains made, including strengthening public funding for the certification system, promoting an environment conducive to private investment, and further professionalize actors across the seed value chain.
